This stash is part of Streloks faction stashes. On a table, inside the same room with the Eliminator at Jupiter Plant, you can find the Administrative Documents. While locations of stashes are often given to you as part of a mission reward, you will not find information about them by looting corpses. This makes stashes very much like "Items in the Open" and the reason why I've combined the two on this page.
